The free versions are much more different than they first appear

Both plugins have permanent free versions on WordPress.org, but I would not treat those free editions as equivalent.

WPForms Lite covers the basic builder, standard fields, templates, spam protection, and payment collection through Stripe, Square, and PayPal. The important limitation is entry storage: Lite primarily sends submissions by email rather than giving you the full WordPress entry-management experience available on paid plans.

Fluent Forms Free stores submissions in WordPress and gives you an entries dashboard for viewing, filtering, and exporting them. It also includes conditional logic and conversational forms in the free plugin.
